用能权交易制度是中国基于源头控制而实施的市场型环境规制政策,引入用能权交易制度对于促进能源技术知识的流动和实现能耗总量与强度“双控”目标具有重要意义。文章以用能权交易试点作为切入点,基于2006~2019年全国256个地级市的面板数据,以专利信息反映能源技术知识流动,采用双重差分法实证检验用能权交易制度对能源技术知识流动的效果及影响因素。研究发现:用能权交易制度能够在总体上有效促进能源技术知识流动。进一步的分析发现,试点城市更高水平的人力资本有助于强化城市试点政策的促进作用。且在东中部地区、一、二线和非资源型城市,政策效果更加明显。The energy rights trading system is a market-based environmental regulation policy implemented by China to control energy consumption at the source. Introducing this system is significant for promoting the flow of energy technology knowledge and achieving the dual control targets of total energy consumption and intensity. This paper uses the energy trading pilot as a starting point, based on panel data from 256 prefecture-level cities across China from 2006 to 2019. It uses patent information to reflect the flow of energy technology knowledge and employs the difference-in-differences method to empirically test the effects and influencing factors of the energy rights trading system on the flow of energy technology knowledge. The study finds that the energy rights trading system effectively promotes the flow of energy technology knowledge overall. Further analysis reveals that higher levels of human capital in pilot cities help strengthen the policy’s promoting effect. The policy effects are more significant in the eastern and central regions, first- and second-tier cities, and non-resource-based cities.
面对日益增加的内外部不确定性,高效构建有韧性的城市经济格局刻不容缓。根植于数字经济场景下的跨境电商已成为我国城市经济韧性提升的重要驱动力。利用2012~2021年全国248个地级市以上城市面板数据,采用多期双重差分法实证考察了跨境电商对城市经济韧性的影响,结果表明:1) 跨境电商能够显著增强我国城市经济韧性,该结论经过安慰剂检验、倾向得分匹配等稳健性检验后依然显著成立。2) 数字经济、技术创新、就业结构是提升城市经济韧性的三大抓手。跨境电商以跨境电子商务综合试验区为准自然实验,通过数字经济提升效应、城市技术创新效应、就业结构优化效应间接促进经济韧性不断提升。3) 跨境电商对城市经济韧性的促进效果会受到城市规模、城市层级、资源禀赋等特质的影响。相比于中小型城市、中心城市、资源型城市,跨境电商试点政策对大型城市、外围城市和非资源型城市的经济韧性的提升作用相对较强。In the face of increasing internal and external uncertainties, it is urgent to build a resilient urban economic structure efficiently. Cross-border e-commerce, rooted in the digital economy, has become an important driving force for the improvement of China’s urban economic resilience. Based on the panel data of 248 cities above prefecture-level cities in China from 2012 to 2021, the impact of cross-border e-commerce on urban economic resilience is empirically investigated by using the multi-period difference-in-difference method, and the results show that: 1) Cross-border e-commerce can significantly enhance the economic resilience of cities in China, and this conclusion is still significantly valid after robustness tests such as placebo test and propensity score matching. 2) Digital economy, technological innovation, and employment structure are the three major levers for improving urban economic resilience. 新能源技术知识的国际转移与大规模采用是推动能源转型、促进经济持续增长的重要途径。而用能权交易制度作为我国绿色发展理念实践中的一种创新性国际经贸政策,对于构建“国内国际双循环”新发展格局具有重要的意义,但对新能源技术国际转移的作用研究尚未开展。因此,文章以用能权交易试点作为切入点,基于全国256个地级市的面板数据,以专利信息反映新能源技术国际转移,采用双重差分法实证检验用能权交易制度对新能源技术国际转移的影响。研究发现:用能权交易制度能够在总体上有效促进新能源技术国际转移,且对国内外技术转移均产生显著影响。进一步的分析发现,能源结构调整,能源利用效率和市场化水平均有助于强化城市试点政策的促进作用。同时,试点城市的工业基础和能源禀赋等因素会影响政策效果的异质性。基于上述研究成果,我们认为在用能权交易市场建设过程中,要及时总结试点经验,加强促进新能源技术转移的国际协调,主动消除要素流动的国际贸易壁垒,以形成促进新能源技术国际转移的政策合力。The international transfer and large-scale adoption of new energy technology knowledge are important ways to promote energy transformation and facilitate sustained economic growth.
